Project Clean Water and sanitation in the town of Ben Tre
Ben Tre province has been begun the collaborative relationships with donors for 1996 through VIE/96/005 project funded by the United Nations’ Development Program (UNDP) conducted on field of improving capacity of alleviating poor. Recently, more than 40 programs and projects using ODA funded by 15 donors are implemented in the province. The project was being carried out mainly in the areas of rural roads, clean water supply, health, education, transport, poverty alleviation, capacity building, etc. The funding organizations for the province are World Bank (WB), the International Fund for Agricultural Development (IFAD) and the Asian Development Bank (ADB).
In the past time, ODA has contributed remarkably to social economic development and poverty reduction in general and the field of transport infrastructure in particular. Through these programs, projects, assistant funding is approached community and people very well, contributing to the positive impact on fields of economy, culture and society, and synchronous infrastructure system is gradually improved step by step and promotion of social-economic development such as Project for HIV/AIDS Prevention, project of infectious diseases prevention in Sub Mekong region, Business Development Project for the rural poor, the project supports the medicine in Mekong Delta and biogas project in breeding, which have been contributed to improve income in poor areas, prevention of communicable diseases, HIV/AIDS, improve sanitation conditions, support training capacity building, human resource training, vocational training for local people. The project of water supply and environmental sanitation created a positive effect on people's living, bringing real efficiency, improving clean water conditions for rural population, reducing the morbidity due to inappropriate use of water resources hygiene, and as well as improving the quality of life in rural areas. Supporting the material facilities to serve the teaching and learning are essential and positive impact on improving the quality of teaching and learning, especially in the education sector, material facilities conditions is more difficult. However, most people in the project area has changed their awareness in a positive way, arranged and organized activities to household economy are carried out and also replicate the model, cooperation group.
However, the process of implementing ODA program, projects in the province is facing with certain difficulties such as low disbursement rate as the plan for New Project Management Board in the first time of implementing the project due to lack of experience in management and operation so disbursement is slower than the plan, especially stage of screening process. Some projects are managed by Central Management Unit so the implementation process mainly depends on overall progress of the project and other provinces have the same projects, therefore it take a long time, and due to limited education of a part of the people involved in the project is leaded to a low awareness and ability in applying science and technology from difficult projects. The majority of households earn a living wage so they hardly approach and applied new techniques of the projects. Some people involved in the project for the purpose of direct beneficiaries from the projects so after the project ends they could not continue to develop or expand production or business any longer.
On the basis of ability to attract the country's ODA, in the future, Ben Tre should attract ODA capital priority in areas such as agriculture development and rural development (agriculture, forestry, irrigation, hydro-production, and combining with poverty reduction), building economic infrastructure sync towards modernization, building social infrastructure (health, education, population and other sectors) , environmental protection and natural resources; Adaptation to climate change, water supply and environmental sanitation (sewerage and wastewater treatment); administrative reform, human resource development and other social sectors.
Determining the importance of ODA projects have contributed greatly to the socio-economic development of the province in recent years, so each year the province will continue to building new projects as urgent requirement of construction capital, but the local budget could not meet the demand to accelerate development. At the same time, strengthen ties with the organization of bilateral, multilateral and working with central agencies to receive information and call for ODA.
Supporting the provinces in overcoming the poor province, besides the local efforts of Ben Tre, it is in need of assistance and support of ministries and central agencies on projects calling for ODA for the province in the near future.
